The Chamber of Commerce, Industry and Navigation of Tortosa - an official consultative body - was set up
on 8 March 1908 by a group of businessmen who met in the city hall under the chairmanship of the mayor.
Three years later it was empowered by the Founding Act of 29 June 1911, and later by the Royal Decree-Law
of 26 July 1929, to represent the general interests of commerce, industry and navigation in its area. In
1993, Act 3/93 of 22 March was passed. This was essential for Chambers of Commerce, Industry and Navigation,
which needed a new law to replace the Founding Act of 1911, due to the great transformations that had taken
place in the social, political and economic life of the nation.
As a result, the new Act does not change the legal status of Chambers of Commerce and envisages the existence
of a state with autonomous regions, the current development of industry, commerce and navigation, and the
integration of Spain into the European Economic Community.

As far as the role of chambers of commerce is concerned, the Act establishes the roles they carry out
in a public capacity: issuing reports, compiling commercial practices and issuing certificates, etc.
as well as promoting Spanish products abroad. Regarding the latter, the Act structures the Chambers
of Commerce Export Plan, which is two-thirds financed by chambers of commerce's regular funds from
company fees.
